As Massachusetts moves to finalize its entry into full-scale gambling, complete with casinos and a racino which might be right over the RI border in Plainville, Governor Chafee wants to spend more state money on yet another impact study for Twin River. What is another study supposed to tell us? That when Massachusetts enters the marketplace Twin River’s revenues, and hence state revenues, will suffer. We know that already. RI will have to wait until next November to even hold a referendum on expanding Twin River. By that time the Bay State racino will be in full operation, grabbing dollars away from the Ocean State. As in many others matters, RI has dragged its feet on this issue: we should be voting on expanding Twin River in a special referendum this Thursday, not a year from now.
