Who's Going to "Green" the New Blue Cross Building?

The new $125 million Blue Cross & Blue Shield Building at Waterplace Park is a "Green" building alright - funded in part by a $25 million tax break. Do you think it's an honest statement by Blue Cross RI that the building won't cost its subscribers anything? Let's not forget that BCBSRI is asking for a 17 percent hike in premiums for next year. Most rate hikes don't go to covering healthcare services but rather for administrative overhead. $125 million is a lot of overhead.
